West Lot Metropolitan District No. 1 (“District No. 1”) and West Lot Metropolitan District No. 2 (“District No. 2”, and collectively with District No. 1, the “Districts”) are Title 32 Special Districts that have been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, and television relay and translation improvements of the Districts; the provision of covenant enforcement, design review, and security services; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plan for District No. 1 approved by the City Council of the City and County of Denver on August 27, 2018, and the Service Plan for District No. 2 approved by the City Council of the City and County of Denver on August 27, 2018, as they each may be amended from time to time (the “Service Plans”).

The Public Improvements and Services are for the use and benefit of the residents, users, and taxpayers of the Districts.  The Districts are located the City and County of Denver, Colorado.  The Districts are quasi-municipal political subdivisions of the State of Colorado authorized to provide specialized services that the City and County of Denver does not provide.

The Districts may incur a maximum debt of $50,000,000.  Any and all legally available revenues of the District, including ad valorem taxes and specific ownership taxes, may be used to repay such debt.

Each District may assess a maximum aggregate mill levy of sixty (60) mills (subject to adjustment for changes in the method of calculating assessed valuation occurring on or after August 27, 2018) for all purposes, including to repay such debt and pay operations and maintenance expenses. 

The Districts must file an Annual Report with the City and County of Denver, the Division of Local Government, the State Auditor, and the City and County of Denver Clerk and Recorder.

The Districts’ boundaries overlap with the boundaries of:  The City and County of Denver, Urban Drainage and Flood Control District, Downtown Denver Business Improvement District, Regional Transportation District, and Denver County 1 School District.
